Die Übernahme des öffentlichen Netzes durch den verurteilten Kriegsverbrecher Colonel Soga ruft das Verteidigungsministerium auf den Plan. Weil es aber nicht gelingt, Soga vom Netz zu trennen, selbst als man ihn in eine Isolierzelle steckt, wendet er sich an Sektion 9, auch wenn er nicht die höchste Meinung von ihnen zu haben scheint.

In Wahrheit hat er Soga erst das System gegeben, mit dem er nun das Netz angreift – er hat ihn und einige seiner Gefolgsleute mit einem Virus infiziert, damit sie ihm das Pandora-System beschaffen und er sich danach ins Ausland absetzen kann, da er während des Kriegs zu viele fragwürdige Deals ausgehandelt hat und das irgendwann auf ihn zurückfallen würde.
