Sie gibt sich gleichfalls skeptisch wegen der Korruptionsvorwürfe, die gegen ihren ermordeten Mitarbeiter Mamuro erhoben werden, kann aber auch nicht die Tatsache ignorieren, dass er sich an einem zwielichtigen Ort befand, als es geschah. Es scheint zwar, dass sie ihre schützende Hand über Motoko hält, versucht sie aber auch unauffällig aus dem Fall herauszumanövrieren, da sie nicht will, dass sie bis zur Quelle vorstößt, denn ihre Abteilung ist ebenso darin verstrickt und Kurutsu will Motoko als Agentin nicht verlieren. Letztendlich geschieht aber genau das, als sie die Wahrheit herausfindet.
Im Gegensatz zu Motoko ist Kurutsu auf Karriere aus, damit sie direkte politische Einflussnahme ausüben kann, anstatt darauf zu warten, dass jemand sie anheuert.
