Tatsuma ist ein einflussreicher Politiker und war sogar mal Premierminister von Kibi, außerdem ist er der Onkel von Rio Mamiya. Er kommt an Bord der Amaterasu und bildet mit dieser Maßnahme eine Regierung im Exil und dessen Oberhaupt, wodurch sie erstmal nicht als Piraten betrachtet werden dürfen. Er versteht sehr viel von Politik und ist somit eine wichtige Stütze für die Crew, da er von nun an auf politischer Ebene versucht sie irgendwie aus der Sache heraus zu boxen und dass das Königreich Henrietta für seine Taten zur Verantwortung gezogen wird.
