Die wahre Form des Commissioners ist eine Maschine in der Gestalt eines Bullen, woher auch sein Name Ushi-oni entstammt, wobei er von Sagisaka Gyuuki genannt wird. Er hat nicht nur einen Pakt mit Ekou Houshun’in geschlossen, dass er einige Menschen für sich beanspruchen darf, sondern ist auch für das traumatische Ereignis von Sagisakas Tochter Yoshiko verantwortlich. Er hat alle ihre Klassenkameraden gefressen und sie als Einzige am Leben gelassen. Im Gegensatz zu den anderen Mikura frisst er seine Opfer, anstatt nur die Körperflüssigkeiten auszusaugen, dafür besitzt er ein mächtiges stählernes Maul.
