Kouan ist die Jüngste der Spectre Sisters (deutsch: Ayakashi-Schwestern) und das elementare Gegenstück von Sailor Mars, da sie ebenfalls das Feuer kontrolliert. Ihre Flammen sind blau anstatt rot und um die Aufmerksamkeit der Sailor-Kriegerinnen zu erregen, hat sie für einige mysteriöse Tode durch Feuer gesorgt, die wie spontane Selbstentzündung aussahen. In die Nähe von Sailor Mars gelangt sie, indem sie sich als Schülerin namens Kouan Kurozuki an deren Schule ausgibt und den Sailor-Kriegerinnen dann eine Falle stellt.
