Tomoko ist Josukes Mutter. Sie muss ihn alleine erziehen, da sein Vater Joseph Joestar, der nichts von ihrer Schwangerschaft wusste, nach ihrer kurzen Beziehung zu seiner Frau Suzi Q zurückgekehrt ist. Da sie immer noch nicht wirklich über Joseph hinweg ist, reagiert sie sehr gereizt, wenn ein Mann versucht, sich an sie ranzumachen.
Sie arbeitet als Lehrerin an einer der Schulen in Morioh und ist ziemlich leicht von anderen Menschen genervt. Doch trotz ihrer leicht reizbaren Persönlichkeit ist Tomoko gerade zu ihrer Familie und ihren Freunden ein freundlicher und offener Mensch. Aber auch vor strengen Erziehungsmaßnahmen schreckt sie nicht zurück. So sperrt sie beispielsweise Josukes Konto, nachdem dieser eine große Summe Geld gewonnen hat, um es für seine College-Zeit zu sparen.
