Raito ist ein Polizist aus Leidenschaft und taucht stets dort auf, wo auch Jirou und seine Mannschaft auftauchen. Zu diesem pflegt er eine seltsame Form der Rivalität, die weder freundlich noch feindlich gesinnt ist. Raito ist ein Artificial Human, also ein Roboter, der entsprechende Kampftechniken verwendet. 5 Jahre nach den Ereignissen der 1. Staffel hat Raito den Dienst quittiert und ist ein gesuchter Verbrecher. Dies führte auch dazu, dass er seine Haarfarbe von grün auf blond änderte.
