Matsuri Washuu ist der berechnende und gefühlskalte Sohn von Yoshitoki Washuu, dem derzeitigen Leiter des CCG. Er stellt prinzipiell den Erfolg einer Mission über das Leben seiner Männer, was ihn nicht gerade beliebt macht.

Im Gegensatz zu seinem Vater tritt er sehr ungeduldig, respektlos und arrogant auf und ist nur am eigenen Vorankommen interessiert. Er hasst Ghule und geht mit diesen sehr grausam um und auch seine ghulischen Kollegen behandelt er stets von oben herab. Er misstraut vor allem Haise Sasaki und auch Kisho Arima.
Nachdem ersterer den Quinks-Squad abgibt, verbündet sich der frischgebackene Teamleiter Kuki Urie mit Matsuri.
