Mad Dog ist ein Killer und trägt stets einen schwarzen Anzug und schwarze Sonnenbrille. Laut Sayakas Aussage hat er den Medienmogul Jack Douglas ermordet und möchte seine einzige Zeugin auch zum Schweigen bringen.
Er hat Jack nicht getötet, sondern spielt in dessen perfiden Plan mit. Mad Dog erledigt auch so manche kleine Aufgabe für Jack. Sein Hauptaugenmerk hat er auf Ryo geworfen und für ihn gilt es als Herausforderung gegen den »City Hunter« antreten zu dürfen.
