Für die Untersuchung der »New Gen«- Vorfälle durch das Tokyo Metropolitan Police Department wurden die Detectives Mamoru Suwa und Yasuji Ban abgestellt. Mamoru ist immer korrekt gekleidet, höflich, aber offenbar noch grün hinter den Ohren, während es sein älterer Partner mit Auftreten und Kleidungsordnung nicht ganz so genau nimmt.

Mamoru hat im Auftrag des Präsidenten der NOZOMI Technology Group, Gen’ichi Norose, die Polizei infiltriert, um deren Fortschritte bei den »New Gen«-Vorfällen aus nächster Nähe zu observieren. Sein Image des unerfahrenen Jungspundes ist nur eine Farce.
