Bald ist das leitende Mitglied einer Gruppe von Terroristen, die den Zug in Richtung Central City überfallen. Mit den Geiseln, insbesondere General Hakuro, wollen sie ihren Anführer freipressen.
Er hat aber noch eine persönliche Rechnung mit dem Staatsmilitär offen: gegen die strengen Vorschriften ließ er sich ohne Notwendigkeit eine Automail anbringen, woraufhin er entlassen wurde. Allerdings hat man als Gesetzloser keine solche Vorschriften.
