Minamoto leitet die Geheim-Operation »Ultimative Waffe« und setzt Chise sowie den Prototypen Mizuki ein, um das Kriegsglück zugunsten Japans zu wenden. Die unzähligen zivilen Opfer und massiven Kollateralschäden, die bei Chises Missionen entstehen, nimmt er in Kauf, da er den strategischen Vorteil einer solchen Vernichtungswaffe nicht aus der Hand geben will. Er hört weder auf die Warnungen des Wissenschaftsoffiziers Wada noch auf Mizukis Appell, Chise aus dem krieg herauszuhalten, da sie dem nicht gewachsen sei. Sowohl Chise als auch Mizuki sind für ihn nur Mittel zum Zweck und er versucht sie dementsprechend in seinem Sinne zu manipulieren.
