Steam City ist ein Ort an dem der einzig vorhandene Treibstoff Kohle und die einzige Möglichkeit Energie zu erzeugen die Dampfmaschine ist. Demzufolge wurde der Fokus auf die technologische Entwicklung der Dampfmaschine gelegt, bis zu dem Punkt, an dem sie jede andere Form von Kraft ersetzen kann. Diese Fortschritte haben auch zum Aufstieg von Megamatonen, großen dampfbetriebenen Robotern geführt. Da die Luft von Steam City dick von Nebel und weißem Rauch ist, haben Diebe und Kriminelle auf Grund ihrer Megmatonen als ein geläufiges Werkzeug leichtes Spiel mit ihren ruchlosen Plänen. Die Story konzentriert sich nun auf den jungen Detektiv Narutaki, der für den Frieden der Stadt kämpft.

El joven Narutaki perdió a sus padres a manos de un malvado puñetero que se hace llamar Night Phantom y que, además, ahora le tiene en el punto de mira. Por si esto no fuera poco, los padres de Narutaki le dejaron una fortuna como herencia y tiene a un mayordomo, Kawakubo. Steam Detectives no es una obra pretenciosa. Veremos capítulo tras capítulo como Narutaki y su ayudante Rin-Rin,una enfermera de buen ver, se enfrentan a distintos enemigos chalados que siempre pretenden hacer alguna animalada, al más puro estilo de los animes de hace unos años.

Narutaki è un ragazzino decisamente sveglio ed intelligente, i cui genitori sono stati uccisi anni prima proprio davanti ai suoi occhi. Il padre di Narutaki era un famosissimo detective, e per continuare la tradizione di famiglia, Narutaki, insieme con l’inseparabile maggiordomo Kawakubo decidono di dare una mano alla polizia di Steam City per risolvere i casi più disparati. Insieme alla sua assistente-infermiera-tuttofare Ling Ling, ed al proprio robot gigante a vapore Goriki, Narutaki forma la squadra di investigazione più temuta dai criminali di Steam City.
