Eine Welle von Mafiamorden überschattet Amerika. Hinter ihnen steckt eine mysteriöse Organisation namens Inferno. »Phantom« ist deren stärkster und fähigster Auftragsmörder, dessen wahre Identität die des Mädchens »Ein« ist. Die Handlung der Serie beginnt, als ein junger Mann, der sich erfolgreich gegen »Ein« verteidigen konnte, gefangen genommen und mittels Gehirnwäsche zu »Zwei« umprogrammiert wird. Ohne Erinnerung an seine frühere Identität beginnt er gemeinsam mit »Ein« als Auftragsmörder für Inferno zu arbeiten. Ab diesem Zeitpunkt gerät »Zwei« immer tiefer in eine Welt voller Verschwörungen, Täuschungen und Gewalt.
