La reporter giapponese Yuko Yagi è a Gotham City per produrre un documentario per la TV giapponese. Qui filma Batman mentre salva un gruppo di ostaggi da Due Facce. L’unico problema è che Due Facce dovrebbe ancora essere rinchiuso ad Arkham! Comincia quinadi un mistero che vedrà Batman a dover affrontare tutti i suoi avversari storici: Due facce, il Pinguino, l’Enigmista e il Joker. Lo spettro di nuova droga (che proviene dal Giappone e ha l’effetto di provocare un desiderio di mutamento fisico e psicologico in chi la prende) aleggerà sulla vicenda.
