Japan im Sommer 2008: Die Regierungschefs der acht größten Wirtschaftsnationen kommen bei einem Gipfeltreffen zusammen um über den Klimawandel und dessen Auswirkungen zu diskutieren. Ausgerechnet in diesem Moment schlägt ein Meteor in einer japanischen Stadt ein. Aus ihm entsteigt Guila, ein riesiges echsenartiges Monster, welches beginnt ein Chaos ohne Gleichen anzurichten. Mithilfe ihrer Armeen versuchen die Regierungsführer das Monster aufzuhalten, doch erst eine alte Legende wird zur letzten Hoffnungen der Menschheit.
