Vor über 10 Jahren wurde der Polizeipartner von Detectiv Bennie Chang vom Gangsterboss Matador ermordet. Die Ermittlungen in Hongkong verliefen im Sande, da Detectiv Chang bisher nicht beweisen konnte, dass der Geschäftsmann Victor Wang dieser Matador ist. Als die Patentochter Detectiv Changs durch Victor Wang bedroht wird, liegt alle Hoffnung auf dem Glücksspieler Connor Watts und einem Handy mit Beweisen.
