Winspector ist die Spezialeinheit der Metropolitan Police, in einer futuristischen High-Tech-Gesellschaft im japanischen Großstadtdschungel des Jahres 1999. Sie wird immer dann gerufen, wenn die Mittel der regulären Polizei nicht ausreichen, um einen Kriminalfall zu lösen.
Die Truppe besteht aus dem Kommandanten Chief Shunsuke Masaki, den beiden Spezialagenten Ryouma Kagawa und Junko Fujino sowie den Roboter-Zwillingen Bycle und Walter.
Ryouma (in der deutschen Fassung Robin) trägt bei seinen Einsätzen die Cyborg-Rüstung Crush Tector und in transformiertem Zustand den Kampfnamen Fire.
Des Weiteren stehen etliche ultramoderne Fahrzeuge und Waffen, bevorzugt der Gigastreamer zur Verfügung. So kommen z. B. Winsquad, ein modifizierter Chevrolet Camaro, der zu einem gepanzerten Spezialfahrzeug transformieren kann und Bycles Spezialmotorrad Winchaser zum Einsatz. Walter kann mittels eines Jet-Packs sogar fliegen.

Die Serie ist der erste Teil der Rescue-Police-Serie, welche wiederum Teil des Metal-Heroes-Franchise von Toei Co. Ltd ist.
