Ma Seok-Do ist ein Polizist im Bezirk Garibong der südkoreanischen Hauptstadt Seoul. Dieser Bezirk ist bekannt für Drogen, Glücksspiel sowie Prostitution und wird von zwei Banden beherrscht. Chen tötet den Chef der einen Bande und übernimmt diese kurzerhand. Was folgt, ist ein erbarmungsloser Bandenkrieg, denn Chen will alles für sich.
