Vor dem zweiten Weltkrieg wurde ein Offizier einer Spezialeinheit der japanischen Polizei in den Bergen getötet. Amakasu ist der Kommandant der Spezialeinheit und veranlasst einen brutalen Vergeltungsschlag gegen die Bewohner eines dortigen Bergdorfes. Dies verschlechtert die Beziehung zwischen der Spezialeinheit und den Bewohnern zunehmend. Ren ist ein junger Mann aus dem Dorf, der nach der Welt jenseits der Berge sehnt. Seine ältere Schwester Ran liegt mit einer Blutkrankheit im Krankenhaus. Wegen des Zustands seiner Schwester kann er das Dorf nicht verlassen. Da erscheint eine Frau in Uniform vor Ren und stellt sich als Sayo vor.
