Um endlich ihren Lebensunterhalt bestreiten zu können, verkleidet die junge Frau Lu Li sich als Mann. Sie möchte an einer der vielen Werften der Hafenstadt Chang Le einen Job finden. Auch der Meermann Wu Ju Lan kommt in die Stadt. Beide kommen ins Gespräch und Ju Lan durchschaut die Tarnung Lu Lis sofort. Schnell keimen Gefühle zwischen den beiden auf, doch Ju Lan scheint irgendetwas im Schilde zu führen. Und auch der Stamm der Meermänner ist wenig begeistert, dass sich eine verbotene Romanze anzubahnen scheint.
