Der coole Inspektor Ko wird beauftragt, den mächtigen Drogenboss Loader nach Hongkong zu überführen. Der brutale Gangster hatte seinen Partner eiskalt ermordet und soll nun vor Gericht gestellt werden. Um die Überführung sicherzustellen, schickt auch Interpol seine beste Agentin nach Manila, denn es ist damit zu rechnen, dass Loaders Bande ihn befreien will. Doch die Gangster sind schneller und es gelingt ihnen, Loader bei einem blutigen Überfall zu befreien. Inspektor Ko hatte dem Gefangenen zuvor einen geheimnisvollen Schlüssel abgenommen. Nun versuchen die Verbrecher alles, ihn zurückbekommen. Ko wird zur Zielscheibe der Killer. Während Ko mit Hilfe des trotteligen Polizisten „KK“ und der Interpol-Agentin nach Loader sucht, holt dieser sich den Schlüssel zurück. Es kommt zu knallharten Karate-Fights und wilden Schießereien. Eine eingeschleuste Undercover-Agentin wird ebenso brutal beseitigt wie ein verletzter Zeuge, wobei es bei einer Schießerei im Krankenhaus ein Massaker gibt. Eiskalt bis ins Herz verfolgen Ko und seine Helfer Loaders blutige Spur. Sie wollen diesen gewissenlosen Killer um jeden Preis zur Strecke bringen …
