Die Story spielt in einer Welt, die von einer Terror-Organisation namens »Shocker« geplagt wird. Um die Weltherrschaft zu erringen rekrutieren die Terror Agenten neue Mitglieder indem sie willkürlich Menschen entführen und diese dann durch Genmanipulation in Cyborgs verwandeln. Einer dieser Menschen jedoch konnte kurz vor dem finalen Experiment gerettet werden. Sein Name: Hongo Takeshi. Hongo, der noch bei klarem Verstand ist nimmt nun die Identität des Kamen Rider an und stellt sich mit seiner neu erhaltenen Stärke und Kraft gegen die Schergen von »Shocker«.
