Als ihm die entflohene Gefängnisinsassin Sasori (Meiko Kaji) in der U-Bahn begegnet, staunt Inspektor Kondo (Mikio Narita) nicht schlecht, doch die Festnahme schlägt fehl. Von nun an setzt Kondo alles daran, Sasori wieder einzufangen und veranlasst, dass in ganz Tokio Fahndungsfotos ausgehängt werden und Polizeipatrouillen rund um die Uhr die Stadt durchkämmen. Sasori versteckt sich derweil bei der Prostituierten Yuki (Yayoi Watanabe), bis beide schließlich in die Hände der brutalen Tanida (Takashi Fujiki) geraten, die Freude daran hat, junge Frauen zu foltern.
