Ein Taifun tobt über Japan und die Bevölkerung wird durch das laute Brüllen alarmiert, das erneut ein wütendes Monster in Japan eingefallen ist. Dem Militär gelingt es soweit, das Monster zurück ins Meer zu treiben, doch ein weiterer Angriff scheint unvermeidlich. Das Wissenschaftsministerium hat in Vorbereitung Kiryu erbaut, einen riesigen Godzilla-ähnlichen Roboter, welcher aus der DNA Godzillas basiert, die vor rund 50 Jahren bei dessen Angriff sichergestellt wurde. Gerade in dem Moment als Kiryu fertiggestellt wird, taucht der echte Godzilla auf, um alte Rechnungen zu begleichen. Wird es den Soldaten gelingen Kiryu zu kontrollieren, um so Tokio monsterfrei zu halten.
