Nachdem es im Dritten Weltkrieg verwüstet wurde, teilte sich Japan in zwei. Ein paar Jahre später hat die kriminelle Organisation Vischio die Kontrolle über die zerstörte Stadt Toshima, das ehemalige Tokio, übernommen und veranstaltet dort ein tödliches Kampfspiel namens Igura.

Akira, der junge Champion des »Bl@ster Straßenkampfturniers«, wird plötzlich wegen eines Verbrechens verhaftet, das er nicht begangen hat. Um aus dem Gefängnis zu kommen, geht er mit einer mysteriösen Frau eine Abmachung ein: Er soll den stärksten Mann, den Il-Re, in jenem Igura besiegen.
