La brigada antiterrorista de elite japonesa se enfrenta a un rutinario caso de secuestro, un caso relativamente fácil para un equipo tan bien preparado. Sin embargo, sólo es el comienzo para ellos. Pronto se verán envueltos en una conspiración, cuyos involucrados son de un alto rango.
