Die Stadt Karasugaoka teilt sich in Osten und Westen und in jedem Bereich hat sich eine freiwillige Gruppe zur Verbrechensbekämpfung gebildet. Wenn Sou Izuhara, Anführer der östlichen Gruppe „VOICE“, und Tetsuji Shinba, Anführer der westlichen Gruppe „Karasukai“, aufeinander treffen, ist Streit eigentlich schon vorprogrammiert. Dabei bewundert Sou seinen Rivalen Shinba insgeheim und möchte gerne wie er sein! Shinba hat ihn in der Vergangenheit nämlich aus einer schwierigen Situation vor zwei Mobbern gerettet. Doch jedes Mal, wenn Shinba vor ihm steht, wird er plötzlich ganz nervös und schmeißt ihm gemeine Dinge an den Kopf, die er doch eigentlich gar nicht so meint! Wird Sou es trotz seiner Unbeholfenheit schaffen, Shinba näher zu kommen?
