Im Zuge eines geheimen staatlichen Resozialisierungsprojektes für ehemalige Gefängnisinsassen erklärt sich die Stadt Uobuka in der Präfektur Toyama bereit, sechs entlassene Häftlinge für die Dauer von 10 Jahren aufzunehmen. Die Entscheidung wird innerhalb der Stadtverwaltung und gegenüber den Bürgern streng vertraulich behandelt, sodass abgesehen vom Bürgermeister nur der Stadtbeamte Hajime Tsukisue in die Vorgänge eingeweiht wird. Den sechs Neuankömmlingen werden getrennt voneinander Wohnungen und Arbeitsstellen zugeteilt, in denen sich alle mehr oder minder gut einleben. Nur einige Tage später jedoch gerät die Stadt in Aufruhr, als die Leiche eines älteren Mannes entdeckt wird. Unterdessen rücken die Festlichkeiten zu Ehren Nororos, des Schutzgottes der Stadt, näher und ein Arbeitskollege Tsukisues, der von dem Resozialisierungsprojekt Wind bekommen hat, spannt promt alle sechs Teilnehmer für einen rituellen Umzug ein. Von ihm erfährt Tsukisue auch, dass die sechs Zuzügler ausnahmslos wegen Mordes verurteilt wurden …
