Der Polizeichef Tan Lung geht überaus erfolgreich gegen die Drogenhändler in seinem Zuständigkeitsbereich vor. Besonders die Bande von Fang Da-ling und Chou ist davon betroffen. Um den Polizeichef auszuschalten, will Fang Da-ling dessen jüngeren Bruder Tan Cheng in Drogengeschäfte verwickeln. Tan Cheng ist zwar ein ehrlicher und anständiger Kerl, jedoch reagiert er irrational und gewalttätig, sobald er glaubt, dass jemand seine Freundin Lancy belästigt. Auf Ratschläge seines Bruders reagiert Tan Cheng ignorant bis ablehnend, was den Kriminellen in die Hände spielt. Bereits beim ersten Job von Tan Cheng für Fang Da-ling läuft die Situation aus dem Ruder und das Verhängnis nimmt für alle Beteiligten seinen Lauf …
