Onizuka ist zurück an der Meishuu Gakuen und diesmal muss er gegen die Regierung Japans kämpfen, um die Kinder aus einem Wohnheim, in dem die Kinder bis zu dessen Abbrennen gelebt haben, zu retten. Die Regierung möchte die Kinder aus dem Wohnheim wieder zurück zu ihren Eltern bringen. Onizuka versucht dies mit seinen Schülern zu verhindern, da die Eltern der Kinder diese vernachlässigt und/oder auch misshandelt haben. Bei der Aktion kommt es auch zu einem Wiedertreffen mit Onizukas Exfreundin, die die Kinder in Obhut genommen hat.
